Chopper kit with no chop?

I have a 69 ironhead with a bolt on hardtail. I have heard rumor of a "chopper kit" that was built in the 60s and 70s that would allow for the front to be raked out without having to cut into the frame and also with giving the bike its original ground clearance. Can anyone tell me if this is true? If so where can I find suck a gift for myself?
