First, let me start by saying that I am not here to bash this guy but I MUST inform people of the factual nature of my business dealings with him. I do not want to see the same thing happen to other people.
To all that may be thinking of using Wild Bill or Underground Choppers in Nashville . I have to tell you of my ongoing experience with "Wild" Bill Soileau of Underground Choppers or Pro Street Customs or whatever he's calling himself these days. I commissioned him 19 months ago to build a bike. He got paid in full. He was given several deadlines of which none were met even after stating he would have it ready.
I have also posted a Better Business Bureau complaint in the Nashville area. Here is a ink to the BBB outlining the other complaint made against “Under Ground” choppers. Also, as of this writing his business is not listed with the state of Tennessee…. http://data.middletennessee.bbb.org/commonreport.html?bid=37032831&language=1&bureau=&bbbid=
We visited his shop in August of 07, 9 months after the commission of the bike, where we saw a bike that was allegedly mine but honestly have no proof of this. We were then told the bike should be ready in a few weeks and that is was "ready to go to paint". I have heard this often. That deadline was missed (OCT 07) as we were going to display the bike at the IACP convention in N.O.
I again gave deadlines in Jan & Feb due to tax reasons. Those we both missed and again told it was going to paint. Finally, in mid Feb 07 I spoke to him on Thursday and he said he was sending the parts to paint on Monday. Again, a timeline of 3-4 weeks was given. When I called him in mid-March to schedule pickup he said, (guess what), He was sending the parts off to paint. When I inquired that he said he already sent the parts, he said that he only sent half the parts and was sending the other half.???!!!!??? Yeah right.
3 weeks later, same thing, he was sending the frame to paint (April 1). We go up there on April 16th and there is nothing in the shop for me to see. He took me down the street and showed me a frame being powder coated, again don't know if it is even mine.
It is still ongoing and no bike or money so you get the picture! If anyone wishes to contact me for further factual information you can contact me at deletethis_orders@mycopshop.com .
We were to use the bike for an anniversary celebration and then raffle the bike off with the proceeds going to the Fallen Officers Memorial Fund. This did not happen. So that organization will not receive any funds from this raffle to help support them. What a shame!!!!!!!
So, Bill, as you stated in one of our conversations by threatening me that if I put a post about you then we would have a problem. Well, HERE's YOUR PROBLEM!!!! The fun is only beginning, watch for more to come. PS. Big John says hello.........

I hear about this type of problem often. My advice, as a builder myself, is pay as you go. Don't pay anything up front. After all, the builder has done nothing for you yet. Try to work a deal where you buy parts, either from him or someone else and take possesion of them as you get them. For example, buy the frame, engine and trans with MSO's going direct to you, not the builder. That way you own the parts and he can't sell them to someone else or use them in another project. Try to do the same thing with parts that don't have MSO's by documenting that you received them and turned them over to the builder for use in the construction. If he buys them, get invoices for the parts and pay for them then. Document with photos if you can and the paid invoices he gives you. Then, if the builder goes belly up, at least you have a clear claim against him and can prove that the parts were yours.
Often a builder will use your money to finance the bike he is also late getting done for the guy who showed up with cash in hand long before you did. So, don't pay anything for the labor before you see some results.
I build and operate this way. So, the buyer pays periodically for work done based upon a rate I give him and a statement of work completed.
With all these safety considerations, you can pull your project out of a shop anytime you aren't satisfied with the progress or quality of work. I a builder won't work this way, go find another builder. To see more go to rollingbonesmcworks.com.

I agree with roughrider, you absolutely MUST document everything. keep receipts, invoices, etc. This will ensure that you don't get ripped off. Better luck next time.

Thanks for the support and advice. I have been reading of many people getting stuck by other builders and it is a shame. I should have known better, but he came to me and came recommended. We are filing a suit and if for some reason I lose, I won't...... I am a man of principle and what is wrong is wrong and I will devote resources to that end. I will not take it lying down.

Riddle: How many times can Underground Choppers use the same unfinished bike to show people who have paid him that "their" bike is being worked on? Answer: That depends on keeping each person from talking to anyone else.
If anyone out there is dealing with Underground Choppers please post pictures of "your bike" being built. Lets compare.

Gentlemen. thank you for posting this thread. I was not looking to have one built by them but was considering having one build. Since I retired from the Navy and now have time on my hands I thought I would give a shoot in building my own. Hence why I join this forum so I can ask your advice as I attemp this task. I am pretty handy with fabrication.
