New Build Old Frame

I am not very Knowledgable this is my first project I have an old frame from a yamaha I have stripped it down to nothing but the frame before I get it powder coated i want to go ahead and get the angle on the neck right. How do I find the right angle and then how do I get it without jeoperdizing the integrety of the frame?

I got some help threw a buddy that owns militia cycles down in san clemente and he told me that i needed to talk with Otis over at Kennedys custom in Oceanside so I am gonna call him today and try to decide the front end that I want. does anyone have any suggestions?
